I'd suggest using contact cement (from a can, not a million little
tubes!). It allegedly offers "high heat and water resistance when dry."

I used contact cement to re-attach separating seams on my SUV's
cloth/vinyl spare tire cover (the tire lives outdoors on the rear
tailgate). I didn't have any great expectations, but after four years of
rain, sun and snow, it's still holding.

In fact, when the rest of the SUV starts to fall apart, I plan to fix
EVERYTHING with contact cement.
