Just because no one else mentioned it : check to be sure that the belt isn't
riding against the bottom of any of the pulleys.  If it is, you'll need a
wider (or unworn) belt; or a narrower (or unworn) pulley.

If the paint is polished off the bottom of the groove, the belt is hitting
it.
