I have one of those radiator system pump testers with a gauge and it comes
with an attachment to test caps.

True, if you can reliably detect when it opens. In my case it was leaking
even below 'opening' pressure. I wasn't sure if the problem was the cap or
elsewhere, hence the static test (which showed that both an old cap and a
new one failed to hold even the rated 4 psi).
