I know what you mean; my '79' Spitfire is really a "78" (vertical radiator).
I understand BL dealers often titled cars in the year they were sold and
believe this is one of them.
I was at the local tax office this week, getting antique plates issued (no
annual inspection!) and asked to have it corrected. The commission number is
also incorrect on the title. The answer from the very nice lady was that it
was going to cost me $60+ to change a typo. Never mind.
As for the Monterey List; How can you "backdate" a car two years earlier
into a model year that did not exist?

Since Triumph designated the model year up until 1967 as the actual year in
which it was built, all those other "model years" are really immaterial,
including those cars withthe infamous "STC" plates. A car built in the last
day of December 1963 is a 63 car whereas a car built on January 1 of 1964 is
a 64 model even though the cars may identical in every respect.
That remained in place until it became necessary for Triumph to pay
attention to emission and safety requirements designated in particular US
Model years. They were forced to adopt the methodology that US
manufactureres were using at the time to designate a year model of the car.
Simply stated, after 1967 the year model designates the safety and emissions
standards in effect att he time.

There is disparity in many of the earlier cars. The referenced "year" of the
car in some states was determined by the actual production model year while
in others it was listed by original date of sale. So, depending on where you
resided at the time, a car may be considered a 1962 because it sold in that
year even though it was a car built in the 1963 tooling year production run.
Yet in another state the same car if it didn't sell until January of 1964,
would in some states, be listed as a 1964 Spitfire. Absolutely confusing but
I have seen it happen over the years.
The above doesn't even address the errors that various DMV's make over the
years. Think of how many opportunities they have to screw things up with a
45 year old vehicle. I have experienced errors in year; type of engine;
seating capacity and weight. Ever hear of a GT-6 with a seating capacity of
6? New York DMV seems to have that on their mind! They argued with me my
F-350 Powerstroke was not a diesel even though I was the original owner and
knew better. They cancelled a registration on me after they made a typo on a
VIN which wasn't caught for two months.
One could write volumes on similar issues. It would make humorous reading.
