Actually it is available in the US, and mandated in California.  The EU just
lowered their standards to 50 ppm in 2005, the CA standard is 15 ppm.  BP/Arco
is supposedly selling 30 ppm in the 49 states, although I've not looked myself.

But much like the concern over unleaded gas, there has been a lot of hoopla
about the dangers of running low-sulfur diesel in engines not designed for it.
The sulfur compounds do add lubricity, which tends to be important to things
like mechanical injection pumps.
