Thanks all for your input. I did rev the engine to and above 1500 rpm but
the output never went above 12.1 volts. The attachment is very secure so I
don't think a wobble is in play at this point. Next step is to pull it and
have a auto parts store check it out. I'll check all of the grounds as well
and will report back.

When I installed my GM alternator I used a light bulb connected to the
exciter connection to bring the alternator on line at a lower engine speed.
In a GM car this would be the idiot light.
Part of getting Mr. Hyde going this year involved revising the alternator
mount and moving the pulley forward about 2mm. Now the alternator mount has
no play at all on the 5/16 mounting hinge bolt. Before the GM adaptor and
alternator case hole were sized for a 3/8 bolt and there was some wobble
possible.
Generally I expect to see about 14 volts when the alternator is operating
properly.

Depending on the alternator and how it's wired, you may need to rev past
1500-2000 rpm before is starts to charge.

Generally speaking, the charging voltage should be around 13.6V. Sounds
like you may have a defective alternator. Take the alternator to a shop
that test them for free and see if it needs to be replaced.
