Correct, this is wrong.
At a bit above idle the voltage at the battery should be at or near 13.8
volts. Systems using older regulators will see a steady high/low
fluctuation as the regulator switches field relays back and forth.
Electronic regulators should be steady until the engine speed drops to
idle.
BTW - even inexpensive digital multimeters are pretty accurate. A
mechanical voltmeter may not be trustworthy. Dashboard gauge voltmeters
are rarely accurate.
