One thing you can do to help out if you decide to do it yourself is use a
short length of chain in the tank when you shake it around.  It'll help
scrape off any rust or varnish in the tank.  I used rocks in a tank before,
worked great, but you have to make sure you get them all out when you're
done.  Laundry detergent is good, too, since it tends not to foam up at all.

Maybe "most" radiator shops, but you won't know until you talk to them. It
also "depends." When I asked one shop, at first they said "No,", but then I
told 'em it's small, 10 gals or so, they said, "Oh! Bring it in and we'll
see." Start dialing...

The other option is to do-it-yourself using Simple Green, then following w/
a tank sealant kit from POR-15 or Eastwood.
