Sounds like a short to ground, somewhere in the sending wire between the
guage and the sender ground.
You can verify this by disconnecting the yellow wire at the back of the
guage, and see if the guage drops to empty. If so, then also disconnect and
isolate the sender end ( tape off) and use a VO meter to see if there is
continuity between the free end of the yellow wire at the guage and ground.
If so, you've got a short somewhere in the wire between the sender and the
guage. If not, then the short is in the sender.
If the sending wire tests out ok, then test the sender. You should get a
resistance reading somewhere between 10 and 100ohms. If you get zero
resistance, then the sender is corrupt.
