Stroking an R-16

Yes, I have the 311s.org info but I still would like to hear some more about 
decking.

I am planning to stroke just the bottom (short block) and leave the head stock. 
I am going to use the H20 crank and connecting rods with 20 over U20 style 
pistons.

The block and head are uncut.

My question (s)...

Does the blocked need to be decked and how much?
Does the head need to be cut and how much?
