Alloy wheel rust removal?

I have a couple of sets of used alloy wheels with brake dust/rust on them. I 
have tried all of the usual wheel cleaners and CLR, no dice. Any good 
experiences out there? Hope about Naval Jelly? The wheels are aluminum and the 
"jelly" 
bottle says not use on aluminum. There should be a coat of paint left, how 
aggressively does it attack aluminum?
