Ken,

Just because your car is running on the front carb doesn't mean that it is
running too rich. The balancing of the carbs is what will determine if the
car runs on one carb or both. There is a screw on the linkage between the
carbs that sets this.

As to how the floats are set, the arm that rides on top of the float
should be 14MM off the seating surface of the float bowl lid. Bend the arm
until it is correct.

The needles have a shoulder on them that should be set flush with the
bottom of the piston. Hold both pistons, with the needles pointing towards
each other. Move the pistons towards each other until the tip of the
needles touch the other piston. Both needles should touch while the
needles are parallel. If not, adjust one of the needles until they are.

Before you can get a proper tune on the carbs the rest of the engine needs
to be in good shape. Make sure the valves are set, ignition timing is
correct and the compression is within limits. Any of these items being out
of spec can make it really difficult to impossible to get the carbs set
right.
