       Go to your local skydiving operation and find out who is their rigger. 
Someone there, probably some gruff old coot with a permanent cigar stub, 
makes and repairs the harnesses. Given a suitable donation of his libation of 
choice (probably bourbon if he still has even part of the liver God gave him) 
he'll be able to make up a set of belts with your old metal fixings. 
  Compared to the liability of parachute harnesses, seatbelts are a walk in 
the park.  You may even be able to find colour coordinated webbing to match 
your car.
