Windshield wash container

I have a restoratation question about the hard plastic windshield 
wash tank. One of the tanks I have is the typical groudy tank. Last 
night (after taking the motor off) I soaked the tank in HOT soapy 
and bleach water and this morning as I was going to work it looked 
just the same only wet. I heven't put any elbow greese on it yet so, 
that may help. 
What do you do to get these tanks clean?
