I think that Blaine Benson summed it up best back in 1996 when he
wrote:
"High speed is like having a rat panting on your leg. Low speed is more
like a mouse."
There's a web site out there somewhere that details disassembling
the motor and replacing the bushings with real bearings. Not for the
faint of heart, as it involves a bit of destruction in hopes of
resurrection.
In most cases a good cleaning and re-oiling will help, at least for a
while.
