Correct.

When the crank is at TDC, and both valves on #1 cylinder are closed,
the distributor rotor should be pointing at the #1 cylinder tower.

Usually the only time I play with this is after rebuilding an
engine, or when I had the distributor & drivetang out to prime
the oil pump.

Sometimes I just "cheat" and move the spark plug wires around
180 degrees and forget pulling out the distributor. 1-3-4-2
counter clockwise.
