dumb question #463--flat dash trim vinyl

When I pulled my dash, there was a small rectangle of vinyl glued on the 
passenger lower corner (the corner below the glove box).  It appears to be 
covering a seam in the metal.

Is this supposed to be there, or was it a PO addition?
