David,
The master cylinder piston should return completely against the wire
retainer in the cylinder bore near the back end. There should be a small
amount of end play in the M/C pushrod when the brake pedal is in the fully
released position. As they say: "Shim as required".
People sometimes remove or leave out shims when firewalls crack or deform.
