In colo. if you don't have a title they make you jump through a bunch of
hoops, including a bond, inspection from the state patrol, pics, letters to
the previous owner showing you tried to get a title...its a huge hassle.
I've done it twice and only for cars that I think are truly worth the
trouble. Once had a title that had 1 digit wrong from the vin # on the car,
an obvious mistake from the state of Colo. They treated me like a criminal,
made me go through the entire process. Plus you have to wait a couple of
hours at MV and if 1 thing is missing, you go back and start over.
