Remove second gas tank on '70?

I've got a '70 1600 with the second little gas tank and all the gas
lines running to and fro.  For purely selfish reasons (I want to use
the space it's using), I'd like to know if the second tank can be
removed and the extra gas lines plugged, or will it cause problems? 
(other than smog requirements)

If I want to do that, am I best to buy an earlier gas tank, or can I
just plug the side hole on the filler neck?
