IMHO, If you are having heating problems, making the hood scoop fully
functional will only hurt, not help.
Letting air into the engine compartment will cool the compartment, partly by
reducing the air flow through the radiator. The flow through the rad. in
determined by the pressure differential between the front of the car and the
engine compartment. By opening the air scoop to allow more air flow around
the radiator, you are reducing this pressure differential. I would bet that
the small opening is engineered to give the proper compromise of cool air
into the compartment and flow through the radiator. Usually, if you want
better cooling, you block the air flow into the engine compartment except
through the radiator. my .02
