Bob,
Open the trunk, disconnect the filler hose and vent hose. You should then
be able to pull the whole filler assy up a bit. Cover the opening to the
tank and using a long phillips (or flat head depending on the screws)
screwdriver, you can "disassemble" the cap from the inside.
Once it is off, it is easy to reassemble and you can troubleshoot the
problems.
