I bought "Hobby" plates for my roadster's here in Wisconsin. One way to qualify
for them is to not have the orginal engine in the vehicle. I meet that
requirement for both cars. It's a one time fee and allows an exemption to the
annual emissions testing. Last year I recieved a letter from DMV,  that told me
to bring both cars in for emissions. Sorry!
