The one on the bottom lower edge of the fender
is always rusted in place. Hopefully you have
keep the fender wells washed out so no mud/dirt
was in there.
Spray LOTS of penetrating oil around the bolt.
Best to do this a day before hand. Also giving
the bolt HEAD a smack with a ball peen hammer will
help break the rust bond. When first loosening the
bolt, don't force it... but try to move it back and
forth (loosen/tighten) a little first.
Having said that... about 50% of the time I just end
up snapping off those bolt heads. ;-(
Snap On supplies a nice "reverse" drill bit. They are
left hand twist, so you need to use then in a reversible
drill. Nice part... quite often the heat and vibration
will get the bolt to spin back out of the hole. ;-)
