Ben, 

When I remove a fender that has old screws I simply use a drill to 
drill-off all the screw-heads. The remaining studs and attached nuts pop 
off from behind and fall to the ground, except for a few. Unbolt the two at 
the bottom rear and the ones along the door/fender seam.

If you don't use a drill and rely on a screwdriver, the rear-most screws 
that are visible when the hood is raised are going to give you the most 
problems. If they're frozen, you're better off cutting the heads off the 
screws by whatever means necessary. 

Don't bother trying to save the screws as you can buy a nice set from Stan 
Chernoff.

An ez-out tool (screw extractor) works best. Or grind or chisel the head 
off (a Dremel tool works great), then after removing the fender you can use 
a vise-grips pliers to remove the remainder of the screw.
