He's referring to the throttle lock - in the late model cars it's on the far
left of the
dash, below the windshield washer knob. Pull out to set the throttle and lock
it with a
quarter turn (or so) clockwise. The wisdom of it's use as a "cruise control"
while
underway is subject to debate.
