fuel problems

I just installed a new stock fuel pump on my '67 1600.  Engine ran ok
for a few minutes, but then stopped for lack of fuel (I
think).  Reason is that the fuel flowing through the stock fuel filter
visible inside the glass bowl seems low.  Fuel level is below
the filter and right at top of spring that sits below it.  Have plenty
of gas in the car, and carbs are in good shape.  No reason to
believe the fuel suddenly got plugged since its never happened in the 10
years I've own the car.

How much fuel should there be visible in the bowl that houses the
filter.  How do you test whether or not the mechanical fuel
pump has enough sucking action?  Is there a gauge for it?  Is the only
way to check the pump by turning over the engine?
