Its all a matter of boost pressure ...boost equals HP, You have to rebiuld
the motor for a turbo if you want to get HP out of it, mine is not a stock
motor. Indy car are getting 1000 HP on the dyno out of only 2400 cc . I
don;t know if your buddie Joe has ever worked with turbos but if he told you
you could only get 250 HP out of 2000cc he needs to do some more
reaserch......
I have a old race U20 in another roadster that puts out 220HP on the dyno
(sorry joe) and it will top out at 145 mph . the turbo will blast up to 145
and accrate from there . at 145 it is only pushing 5 lbs or so to maintain
that speed so it is putting out at least 220 HP then add another 13 lbs
of boost , I think you will get more than 30 HP form 13 lbs of boost :-)

Talk is cheap I have had a lot of so called "experts" say a lot over the
years, I remember a freind of mine that called one of my competiters and
mentioned that the turbo would out accelerate a1100 cc motercycle from a
rolling start... MY competiter told my freind this " Mike Kerr is
bullshittiny you" My friend replied " well the problem with your statment
is this..... I was setting in the pasanger's seat when he blew by the
motorcycle :-)
