I too have seen this Roadster.  It looks to be a '67.  Both times I have seen 
it has been near my work in Clairemont, right around the intersection of 
Balboa and 163.  It appears to be a guy around 20-24 that owns it too.  I was 
in my Z both times so was not able to get him to pull over for a 
conversation.  I will probably pull my Roadster out for a few days and see if 
I run across him again.  But his car is in stunning condition.  It's nice to 
see.
