Yes. It is a supprise to most Virginians. But what's new. Legislature
is always pulling some like this. The are new "Civil" penalties ranging
from an additional $300 to $3,000 depending on the ticket and the number
of tickets you have.
So when the poor bump gets nailed with a $3,000 fine and can't pay, what
are they going to do to him? My guess is put him in jail, so I can pay
to feed, cloth, and house the SOB.
But we won't do a damn thing about uninsured drivers!!!! Nor Drunks.
My suggestion for drunk drives (on the 2nd offense - assuming that the
1st did end in a wreck with someone dying) is to:
1. Put them in a database, flag the drivers licence at DMV and notify
insurance co. He is a habitual Drunk Driver.
2. Car should be impounded.
3. Drivers license should me marked for Motorcycle/scooter ONLY!!!
This way, they will minimize the damage they can do to others, and
can't say they have no way of getting to work. Let them meet Mother
Nature.
4. If caught driving any car, that car should be impounded and sold at
auction.
5. If someone is killed in a wreck, the drunk should NOT got to jail,
unless it's awaiting execuition, but MUST keep a job, and pay monthly
restitution (from $50 up - it's the pricipal) to the family (survivors)
of the victums. (I've heard where a judge required the DUI person to
have a Large picture of the person they killed displayed promenantly
in their house. Another good idea.)
