Having fuel and spark and compression, and still not starting, accompanied
by occasional backfire through the carburetor, is a sign that the ignition
timing is WAY off.  Is it possible that you have the spark occuring on the
exhaust stroke rather than the compression stroke?

This is a fairly error after reassembly of a complete engine.  You can get
spark near TDC and still be wrong if the distributor drive is 180 degrees
out of position.  Remove the valve cover, turn the engine to TDC, and check
to be sure both valves on #1 cylinder are closed (at TDC) when the rotor in
the dizzy is pointing at #1 plug wire.
