Found a TR4 for sale; waddya think?

I saw a 1964 TR4 for sale in the local paper. It read like this:

TRIUMPH - '64 TR4 60 spoke wire wheels, electric overdrive transmission,
surrey top (removable steel roof w/factory roll bar and rear glass), canvas
top & frame. Wedgewood blue. Car is complete. 5 wire wheels. Runs fine $5000.
804-XXX-XXXX.

Well, I called and went to see the car. The owner was right the car is
complete and he has owned it for the last 23 years. It was a baby blue (is
that wedgewood?). It looked like he painted it himself about 15 years ago
with a rattlecan. The car was parked outdoors. He doesn't own a garage. There
is some rust in the usual places, rockers, on the roof, THE FLOORS.
Especially the floors. The car was wet. The car did start easily and ran
well. The interior was almost non-existent. From the dash pad to the seats.
It did have the accessories. The back seat pad, overdrive, complete Surrey
top, 5 wire wheels. My question, what is it worth? One of my fellow RTR
members thought that a solid TR4 like this would be worth $7-10,000 in good
condition. He thought that in rough condition I should offer no more than
$1,500 to 2000. Well, waddya think SOLers?
