I have seen many distributors like this. (stock)

I can't say for sure for your particular car, but when this is done, it's 
either due to no in-between wire size being available to get the advance 
curve "just right", or one will have an elongated loop that doesn't catch
until the other is half extended - to make a compound advance curve.

Other physical properties (that I don't have time to go into right now) are
involved, but that's the basics.
