Thanks my dreaded previous owner painted the engine compartment black. Who
knows what all got painted. My confusion is the only paint I say on mine was
silver on the driver's face of the peddle and original body colour on the
mounting flanges facing the bulkhead.

There are no SMOG rules in California that a '61 would need to meet. I have
seen a number of 3Bs with SUs & TR4s with SUs. People seem to blame SUs for
everything from a engine that wont start to rashes. I'm still betting that the
previous owner replaced the carbs. Since they are ZS carbs, I bet it was done
by a garage that went to the Triumph dealer in the mid to late 60s and bought
what was available from the dealer.
