Q about ADO16 engine number

Do you know the correct number sequence for ADO16 Princess1300?

We are struggling to register a '71 Vanden Plas Princess 1300.

In order to claim that the car is pre '72 and so free from 
very critical emission test, it is very important to examine
prefix of the engine number.

Our problem is that the stamped(directly,has no plate) prefix is 
unvague and doubtful.

It looks like 12%#@AH14097.
At our best, %#@ can be read 159.

Referred to the BMC A's on spridjets(e.g.12CEDAH12345),
it is less probable to find numbers after 12.

Is it totally unreliable number or transversal version has 
different sequence scheme?
