I went excavating in the basement yesterday and turned up the issue
of Cars and Parts featuring the outfit that recasts steering wheels,
using your old wheel as a mold (if you're the first one to submit
that particular design for recasting). The answer is:

The article on this company appeared in the November, 1992 issue,
and has lots of interesting photos on the subject. The prices aren't
covered in detail in the article, but were said to be $400 per wheel,
plus a $75 molding charge (I guess if you're the first one with that
particular wheel...), possibly more depending on complexity. From the
looks of things, you get your money's worth: modern plastic material
that in theory won't bleach or crack like the original, and color all
the way through, not just on top. There you have it...
