This was a PR stunt in the LA area by an oil company (ARCO, I think)
and a few other companies, with no government involvement.  It is
long over.  They budgeted a set amount to buy junkers, and ended the
program when that amount was gone, which didn't take long.  As I
recall, they spent a couple of million dollars.
