| For the past few months I haven't had the time to read any of the auto
| newsgroups so maybe this has already been beaten to death there but in
| case it hasn't, here's something from the August issue of the Nor-Cal
| Shelby American Automobile Club newsletter:

| AB 758 BATES and AB 1434 BRONZAN are the bills [before the California
| Assembly] involved and they are very nearly identical in content.

| BOTH BILLS CALL FOR THE 2.2% OF MARKET VALUE TAX LEVY. BOTH BILLS HAVE
| A PROVISION THAT ANY ADDITIONS OR MODIFICATIONS TO THE CHASSIS OR BODY
| IN THE AMOUNT $200 MUST BE REPORTED TO THE DMV FOR ADDITIONAL VALUATION
| TAX. BOTH BILLS, IF PASSED, BECOME LAW 8-1-91. BOTH BILLS ARE IN TAX
| AND REVENUE CODE AND THE MONEY IS TO BE USED FOR WELFARE, NOT ROADS OR
| HIGHWAY SAFETY.

| The article goes on to state that these laws would include vehicles
| licensed under Sections 5004, 5004.1 and 5004.6 of the Vehicle Code
| which include 25 years old or older "collectors" cars. Market value
| is determined by the DMV or the sale price if a transfer of ownership
| is involved.
