Forgot to ask if something simple like a piece of paper or a cheap plastic
bag blew up against the outside(face) of the radiator,or maybe the fins could
be clogged with road debris or even bug plastered,or possibly the condenser in
front of it might be damaged or as above,check between the radiator and the
condenser,there might be all kinds of junk trapped between them,most likely,it
could be a bad condenser,with rotted/bad/bent fins blocking causing incoming
air from reaching the radiator

duct scoop and force some fresh air through the headlight lower

Wow!! I'm stumped. I understand not rolling down the windows. You might
want to try pulling the plenumn seal out. There has been an ongoing debate
about that, but no conclusive evidence. Just like pulling out the
thermostat.
You're not supposed to do that, but I had to do it every summer in my
Morgan
when I was a teenager.
