No, you don't need to remove those small bolts. What you need to do is back
off the brake shoes. There is a rubber plug at the bottom of the backing plate
(just below the axle). Remove that. Then you need to pry up on the lever that
contacts the star wheel and rotate the star wheel. You can do this with a
couple of screwdrivers, but brake tools would make it easier. It is a typical
drum
brake design, nothing unusual about the Bricklin brakes.
Tapping the drum with a hammer sometimes helps to loosen it too. Don't hit it
too hard though or you can damage the drum. You can use a brake drum puller
(looks like a big gear puller) if the drum is really stuck hard.
