brake drums

Hi -
This may be a stupid question, but here goes...
I'm trying to pull the brake drums to replace my rear wheel cylinders.  I have
the hub nut off and have the emergency brake lever down (brakes not engaged),
but can't get the drums to pull off.  Is there a trick to it?  There are 3
small hex headed bolts between the lug studs.  Do I have to loosen these?  Or
is there something else?
If anyone can help, please do!
