The extra ground will NOT fix the waving fuel gauge.  But a lot
of fuel gauge problems are because of a poor ground for the 
float (sending unit).

Man, I'm tired already.  I think I'd try putting a capacitor and
resistor network on the input line to the guage first.  The cap
would act electricaly like the baffels in the tank.
