Wow. I am constantly grateful I do not live in Ca. Here is the Virginia
information, if all else fails: There are two documents, a title, and a
registration (license plates). Having only the title is sufficient if the
car is not being operated and to get one all you need is a previous title
and/or bill-of-sale. There is a three percent sales tax, but that does not
apply if you already paid sales tax to another state. You can have as many
unregistered cars as you want, as long as you can prove you own them. There
is no "penalty" for letting the registration expire. To get a registration,
you only need a title, except in a couple urban areas where they give you a
30-day registration to get emissions test, then come back for the regular
registration. You might need some sort of mailing address in VA.
Technically, if the car is operated in Virginia over a certain period (either
30, 60, or 90 days I forget which), it needs to be registered in Virginia.
You are probably ok without since yours is only in Va for restoration, and it
is not being operated. By the way if you have a valid registration, you need
insurance even if the car is not being driven. Good luck.
