Can't help with the registration hassels or the smog laws in CA.
But the smog pump should be readily available at most auto parts stores.
I was able to pick one up here in VA about 2 yrs ago with no problem.
If you can't find on out there, let me know and I'll check around here.
The next problem will be getting the control valve and the hoses, if they
aren't on the car. If you need them, let me know as I have the valve
and some of the hoses for a 74 in the garage.
