There was an article with a photo of the encapsulated site in the local
paper about 2 years back. Selby still appears on some maps. It is
unincorporated I think (not part of incorporated Crokett or Rodeo?) so I
guess it is under CC County? Could you tell anything about the pavement
section when you drove it? Sealing a site like this would not need anything
more than the ability to prevent ground water intrusion and migration.
