I too had an unpleasant experience at a referee station with my 460 cid
Van.
It had been judged as unacceptable at a regular smog station because the
intake manifold gaskets leaked after 14 years. The smog station, also my
regular repair folks, changed the gaskets but had to send me to a referee
station as they couldn't judge their own work.
It all boiled down to one hose being pinched by the air cleaner.
The referee station REFUSED to wiggle the hose. It took a visiting official
to get it done . . several hours later.
