Tech Inspection Rules

Hi Y'all -

I was just reading the rules on Jerry's web site, section 3.3.3 on safety 
inspections (<http://www.moutons.org/sccasolo/misc_rules.html#3.3.3 
Safety>).  Point A. says "...Passenger's seat back and squab shall be 
secured."  My pigeon doesn't like to wear belts, and I don't have time to 
bolt in a cage for it - if I use velcro and duct tape to hold the squab in 
place, will it pass Tech?
