Last I checked, there was nothing whatsoever in the S2R or the event supps for
the Toledo Tour that called out the cones after the finish as DNF cones. The
cones Scott Lewis drove over after he spun were pointers, which also don't
count as penalty cones in any case.
Your home region may specify cones after the finish as DNF cones, but that is a
local procedure/policy and is not codified in the S2Rs.
