Mandatory is exactly what you stated.
1. The items of the rulebook specified in 1.1 that must be followed
(primarily safety)
2. Whatever else the local region declares. You have supps that say the
national rules apply, then you've adopted that for your events. Most regions
probably do that, but a little less formally. Key is that you can choose NOT
to follow the rulebook (most common: creating new local-option classes). Or
in the context of this thread, you can choose not to require everyone to
have documentation readily at hand if they get protested. You can even
choose to require that a protestee acquire such documentation within a
specified time limit (but he need only provide a spec for the protested
item, not the whole book).

states that unless a rule is specifically altered, than the national rules
apply.  One area that is altered is the time frame for protests, since we
don't impound after runs.
