whether they did or not is immaterial; maybe they didn't and it's sad it
ended up that way, and then again that's the oldest cheater excuse in the
world. There's no way that a protest committee can differentiate between the
two, the penalty has to be the same regardless.
Having served on the Nat's Protest Committee for the past 2 years (but not
2002), these situations and resulting penalties are not taken lightly by
anyone on the panel. They are often discussed, debated, and even agonized
over at great length with the protest parties and between themselves before
reaching concensus on a ruling.
